Attempts to generate a back or next link (returns nothing if it fails). This is very heuristic, and should only be used with human supervision.
Perameters:
- direction = "back" or "next".
- label = the section name, like "Chapter" or "Section".
- value = the associated value, like like "2" in "Chapter 2" (this must a number, for now).
